Stewardship Review is not quality assurance, not product approval, not code review. It is the constitutional discipline used to determine whether a capability genuinely fulfills the responsibilities of stewardship.

Founding principle#

A capability is complete only when it fulfills its stewardship responsibilities. Completion is measured by responsibility, not implementation.

What a review asks#

Does this experience leave people more capable than when they arrived?

The review is a conversation#

Reviews exist to strengthen the work — never to judge the people who created it. A review is collaborative. Reviews themselves must protect attention.

AI relationship#

  • AI may prepare evidence.
  • AI may organize findings.
  • AI may identify missing context.
  • AI may never determine whether stewardship has been achieved.

Enforced in code by actorMayConclude() and by the validation check human-reviewer-required-to-conclude.
